First of all, the government should rely on independent third-party institutions to coordinate the power grid development plans of the regional power grid investors. Finally, the government quotation management department adjusts the electricity price of the power grid investment which has been audited and settled according to a reasonable period, and establishes a balanced account together. In accordance with the criterion of "reasonable income", the power grid company can ensure the recovery of the investment within a certain period of operation. If the current income of the power grid exceeds the determined reasonable income plan, some of the excess will be assigned to the balance account; otherwise, the balance account will make up the income of the power grid. The intention of balancing accounts is to suppress the profit impulse of the power grid and focus on the positioning of transmission and distribution services. On the other hand, the power transmission and distribution price of the power grid should be at a relatively stable level in a period of time.
Therefore, power grid planning, investment approval, bidding supervision, settlement inspection, balance account, electricity price adjustment and other six links constitute the content of power grid investment supervision, each link must be useful connection, form a dynamic cycle of closed loop.
