State Grid accelerates a new round of rural power grid upgra

Doing well in the work of agriculture, rural areas and farmers is of great significance for effectively coping with all kinds of risks and challenges, ensuring sustained and healthy economic development and overall social stability.

 

 

 

Rural power grid is an important infrastructure in rural areas, which is related to farmers' life, agricultural production and rural prosperity. According to this year's government work report, a new round of rural power grid transformation and upgrading should be completed in 2019. On June 19, the executive meeting of the State Council determined the measures to complete the task of upgrading rural power grid ahead of schedule, so as to comprehensively help rural revitalization. As an important state-owned backbone enterprise related to the national economy and people's livelihood and connecting thousands of households, State Grid Corporation of China has always adhered to the enterprise tenet of people's power industry for the people, fully performed its political, economic and social responsibilities, and focused on solving the most practical and concerned problems of the people. On July 9, the State Grid Corporation of China (SGCC) held a meeting to complete the task of upgrading rural power grid one year ahead of schedule to further clarify the task and ensure the completion of a new round of rural power grid upgrading with high quality.

 

 

 

Rural power grid directly serves "agriculture, rural areas and farmers", which is restricted by development foundation and natural conditions. Compared with urban power grid, there is still a certain gap in power supply quality and reliability. In 2018, the average annual power outage time of rural users in the operation area of the State Grid is about 14 hours more than that of the city, and the time of voltage disqualification is about 21 hours more than that of the city. In particular, the per capita distribution capacity of poor counties is only 70% of the average level. It is very important to complete a new round of rural power grid upgrading one year in advance.

 

 

 

In recent years, the State Grid continued to increase investment. From 2016 to 2018, the investment in rural power grid was 485.4 billion yuan, and the rural power supply facilities in the operation area were gradually improved, which effectively promoted the growth of power consumption. In the first three years of the 13th five year plan, the power consumption of rural power grid in the operation area of State Grid increased rapidly, with the average annual growth rate being 2% higher than that of the whole grid. In 2018, the power consumption of rural power grid has reached 46% of the company's full caliber power consumption. With the in-depth implementation of the Rural Revitalization Strategy, the pace of new urbanization and agricultural modernization is accelerating. It is expected that the rural power demand will maintain a growth rate of more than 6% in the next two years.

 

 

 

Compared with the continuous and rapid growth of rural electricity demand, there are still some shortcomings in the development of rural power grid, especially in some newly designated counties in central and Western China and Northern China, the power grid foundation of some newly designated counties is weak, and the problems of low voltage and neck sticking are prominent, which affect the upgrading of rural consumption and the construction of agricultural modernization in varying degrees. The State Grid needs to speed up a new round of transformation and upgrading of rural power grid, promote the equalization of basic public services, promote the coordinated development of urban and rural areas, and better meet the power demand of rural economic and social development.

 

 

 

Kou Wei, chairman of the State Grid Corporation and Secretary of the Party group, said the State Grid will ensure that a new round of rural power grid upgrading will be completed by the end of the year. Next, the State Grid will firmly implement the national deployment, increase special investment, scientifically formulate work objectives and milestone plans, strengthen the management and control of funds and project quality to ensure the completion of the task one year ahead of schedule and the goal of "two rates and one household"; accelerate the construction of power grid in the "three districts, two prefectures" deep poverty-stricken areas and border villages, so as to ensure the full completion in the first half of next year, and complete 6 The provincial (District) border defense forces power grid construction task; do a good job in poverty alleviation, help Changyang County and Badong County of Hubei Province to get rid of poverty within the year; complete the construction of three rural electrification demonstration counties.

 

 

 

It is understood that in 2019, the State Grid will also invest 147.2 billion yuan for rural power grid transformation and upgrading. 18000 kilometers of 110kV and 35kV lines will be built and reconstructed, with a substation capacity of 46.4 million KVA; 438000 km of lines with 10kV and below will have a distribution and transformation capacity of 48230000 KVA. With the support of reliable electricity, rural areas will usher in new opportunities for development.
