Recently, the Ministry of industry of China Southern Power Grid (CSG) issued the notice on clarifying matters related to the development of comprehensive energy services (gyp [2019] No. 2), which clearly states that it is necessary to "further clarify the development focus and business interface of comprehensive energy services, provide customers with diversified comprehensive energy supply and value-added services, and support the company's transformation to an energy industry value chain integrator". According to the content of the document, the comprehensive energy services of CSG will focus on eight major business sections, namely, new energy, energy saving services, comprehensive utilization of energy, electricity substitution, energy storage, technology and equipment, innovation services, and Internet plus. We will focus on industrial parks, industrial enterprises, large public buildings, large commercial complexes, transportation hub, data center and other objects. Project resources are used to carry out and lead the development of comprehensive energy service business by using energy efficiency diagnosis, energy saving transformation, energy consumption monitoring, distributed new energy generation, combined cooling, heating and power supply, modern energy storage and other technologies.
In addition, China Southern Power Grid has also made clear the division of business development interfaces among the main bodies, involving China Southern Power Grid integrated energy company, China Southern Power Grid Industry Investment Group, peak load regulation and frequency modulation company, provincial power grid company, local and municipal power supply bureau, etc., so as to establish and realize two types of business cooperation mechanism, that is, power grid companies at all levels and power supply enterprises are the main bodies of comprehensive energy service business development and promote "power supply"+ "Integrated energy services" business transformation.
Not long ago, the State Grid also issued the State Grid Corporation of China on promoting the development of integrated energy service business in 2019-2020 action plan. According to the plan, in the next two years, the State Grid will promote the development of comprehensive energy efficiency services, cooling, heating and power supply multi-functional services, distributed energy services and exclusive electric vehicle services Technical equipment research and development and demonstration project construction, establish a market-oriented operation system, and continuously deepen the development of comprehensive energy service business.
In October 2017, the State Grid issued the opinions on developing comprehensive energy service business in provincial companies (supplemented below), which opened the way to comprehensive energy service provider. According to the opinion, by 2020, the company should achieve a total income of about 50 billion yuan of comprehensive energy service business, strive to achieve about 60 billion yuan, and significantly increase the market share. It is understood that in 2018, the State Grid realized a comprehensive energy service business income of 4.9 billion yuan, with a year-on-year increase of 133%.
For the State Grid, this is also a very important decision. In 2017, the State Grid issued the opinions on developing comprehensive energy service business in provincial companies, taking the comprehensive energy service and transmission and distribution business as the company's dual main business. State Grid Corporation of China hopes to expand strategic emerging industries under the background of supervision and restriction of power transmission and distribution business, and take power substitution, energy conservation and environmental protection, distributed energy, multi energy complementary, energy monitoring and diagnosis as new profit growth points.

In recent years, the provincial companies give full play to the advantages of brand, technology and customer resources, and take the energy-saving service company as the implementation main body, and widely carry out energy diagnosis, energy consumption monitoring, energy-saving transformation and electric energy substitution services for customers. Tianjin, Jiangsu, Hunan and other companies have provided comprehensive energy services for public buildings, industrial enterprises, parks and other users, which have achieved good results. From the actual situation, the grass-roots units have taken the initiative to carry out comprehensive energy service business, which has laid the foundation for the company to carry out comprehensive energy service; from the perspective of long-term development, the company urgently needs to put the comprehensive energy service in a more prominent position, and enhance the understanding of the importance of comprehensive energy service business in promoting the development of the company.
