The new round of rural power grid upgrading project management methods
Chapter I General Provisions
Article 1 with a view to strengthening the new round rural network reconstruction project promotion, standard construction order, progress central budget fund use efficiency, promote the rural power continues to develop, health according to the State Council on investment system reform resolution (guo fa [2004] 20), the State Council on forwarding countries change committee for "much starker choices-and graver consequences-in" a new round of rural power grid renovation promotion engineering mindset to tell "(9 countries do hair [2016]) and so on, proposed the solution.
Article 2 The term "rural power grid" as mentioned in these Measures refers to power grid equipment (including user electricity meters) of 110kV and below that provides power for rural production and daily life within administrative areas at the county level. The term "rural power grid transformation and promotion" as mentioned in these Measures refers to the new construction of such rural power grid equipment as substations, lines (excluding ground-in cables not included in the criteria), as well as the construction, capacity increase and equipment replacement of some or all of the agricultural power grid equipment already in operation either locally or in different places.
Article 3 These Measures shall apply to the upgrading projects of agricultural network transformation which enjoy the support from the central budget (national capital), national special construction fund and the policy of returning the investment from the national loan for agricultural network transformation.
Article 4 The agricultural network transformation and promotion project shall be handled in accordance with the guidelines of "unified handling, graded duties, government arrangement, company implementation, strengthened supervision, and improved benefits". 2. Under the arrangement and supervision of governments at all levels, the qualified power market subject shall act as the project legal person to implement the project.
Article 5 The construction fund of agricultural network reconstruction and promotion project shall be raised through multiple channels according to the principle of "company as the main entity and government as the support". Arrange the central budget to support the upgrading project of rural network transformation in the central and western regions, and raise the project capital through the project legal person's own funds, local financial investment or special construction fund and other methods. The reconstruction and promotion of agricultural network in the eastern region is mainly handled by the project legal person's own fund or special construction fund. The bank loan shall be repaid by the project legal person, and the loan repayment shall be performed in accordance with the current policy.
Article 6 The implementation of the project of agricultural network transformation and promotion shall strictly carry out the basic construction procedures, and implement the legal person responsibility system, the capital gold system, the bidding system, the project supervision system and the contract handling system.
Article 7 The implementation of upgrading of rural power grid is focused on rural middle and low voltage distribution network, coordinating the development of various voltage levels of rural power grid. The number of agricultural network upgrading projects of 35kV and above shall be calculated as a single project and the number of projects of 35kV and below shall be calculated as a county unit.
