Article 9 Plans for upgrading agricultural networks shall be divided into county-level plans and provincial-level plans. Article 10 The plan for the promotion of agricultural network at the county level is the basis and condition for the formulation of the provincial plan. The policy, mission and key points for the implementation of the five-year project for the promotion of agricultural network reconstruction at the county level shall be put forward, and the detailed project and investment needs shall be implemented.
First of all, it contains the following contents:
(I) The current situation of the county rural network (including the county seat), the current situation of power supply service, and the current situation of the county-level power supply enterprises' operation are in doubt;
(ii) The rural power market in the county region needs to be forecasted, including county towns and various towns;
(3) The policy and primary mission of upgrading the agricultural network in the county, especially the upgrading of the rural network in small towns and base villages and the electrification of motor-wells;
(4) The construction needs of the power grid at the higher level of the county;
(5) The project plan and construction sequence of the county rural network reconstruction promotion project shall be implemented to the detailed construction address;
(6) Calculation of the scale of investment, source of funds and affordability of electricity price;
(7) Implementation effect and guarantee measures, etc.
Article 11 Plans for rural network reconstruction and promotion at the county level shall be well connected with the overall plans for economic and social development at the county level, new urbanization construction plans, land use plans, resettlement plans, agricultural development plans and other relevant plans. The key points shall classify 35kV and above projects into relevant plans and speed up the implementation of various construction conditions. The provincial reform committee shall assist the prefecture-level and county-level reform committees in compiling the county-level plans, and arrange to carry out certification inspection to classify the content of the county-level plans into the provincial-level plans.
Article 12 The compilation and composition of the plans for agricultural network reconstruction and promotion at the provincial level on the basis of the plans at the county level shall include the following:
(I) The current situation of the provincial (district, municipal) agricultural network (including the investment for each reconstruction, the amount of work that has been constituted, etc.) and the existence of questions;
(ii) Demand forecast of rural power shopping malls;
(3) The policy and primary mission of upgrading agricultural networks;
(4) The project plan and construction sequence of agricultural network reconstruction promotion project, 35kV and above projects shall be implemented to the detailed construction address;
(5) Calculation of the scale of investment, sources of funds and affordability of the electricity price; (6) Implementation effect and guarantee measures, etc. In the plan, we should put forward the policy, mission and method of the transformation and promotion of rural network in poor areas, the transformation and promotion of rural network in small towns (base villages) and the electrification of motor-wells. Rural network transformation promotion at the county level should be an annex, become a part of the provincial program.
Article 13 The provincial reform commissions shall, after arranging the completion of the provincial (district or municipal) agricultural network reform promotion program, report to the National Reform Commissions for the record, which shall serve as the basis for the declaration of the center's investment plan and project arrangement. The provincial scheme without sound county-level scheme, the national reform committee will not accept, do not arrange the center investment scheme and projects.
Article 14 The project legal person shall, in accordance with the request for the compilation of the plan for upgrading the agricultural network of the province (district or city), work out the enterprise plan based on the arrangement and formulation of the plan for supplying the agricultural network at the county level within the area, and submit it to the provincial reform Committee for inspection. At the same time, the county-level plan is submitted to the provincial reform committee. Article 15 During the implementation of the plan, in light of the changes in the actual situation, the provincial reform committee shall timely arrange the adjustment and revision of the provincial plan, and at the same time adjust and revise the county plan, and report the adjustment and revision to the state Reform Committee within two months after the revision.
Article 16 The State initiates the reform commission to guide the compilation of provincial schemes, puts forward guidance thoughts, development ideas and scheme guidelines, and arranges the compilation of the upgrading scheme of the national agricultural network transformation and upgrading based on the overall planning, connection and balance of the schemes of the provinces (autonomous regions and municipalities directly under the Central Government), and makes timely adjustment and revision.
